Harper Harrison are partnered wthan internationally recognized environmental engineering firm specializing in the planning, design, and construction of water and wastewater facilities. We are looking for a Senior Instrumentation and Control Engineer to lead local I&C support, drive business development, and provide discipline leadership across projects. This role will also involve collaborating with the broader electrical and I&C team to effectively execute designs and studies.

Key Responsibilities:

  • Collaborate with project managers and clients to meet project goals and expectations.
  • Develop scopes of work for I&C systems, networks, and projects.
  • Lead I&C design teams on medium to large-scale projects.
  • Design PLC and SCADA networks for complex systems.
  • Specify industrial fiber optic networks, systems, and components.
  • Create SCADA network block diagrams and select appropriate instrumentation.
  • Develop P&IDs, control strategies, and control panel layouts.
  • Prepare ISA data sheets, instrument sites, and input/output point lists.
  • Review submittals and prepare technical specifications for instruments, computers, networking equipment, PLCs, and related components.
  • Create preliminary and final construction cost estimates for I&C systems.
  • Conduct design-related workshops with clients, focusing on instrument preferences, HMI graphics, and standard development.
  • Design radio telemetry SCADA systems using technologies such as microwave, spread spectrum, licensed MAS, and cellular.
  • Mentor and train junior I&C engineers.
  • Prepare technical reports and memorandums for internal and client review.
  • Oversee the instrumentation portion of medium to large I&C projects for water and wastewater treatment facilities.
  • Conduct quality management reviews of I&C designs and continuously contribute to updating I&C master specifications.
  • Develop project-specific specifications for unique instrumentation applications.
  • Manage project demands, balancing conflicting requirements and ensuring detailed, high-quality deliverables.
  • Delegate tasks effectively and ensure timely completion and quality of work.
  • Provide solutions to complex instrumentation challenges and support business development efforts.
  • Make timely and informed decisions, clearly communicate technical details to clients and team members.
  • Monitor project scope, schedule, and budget, and manage work to align with the project plan.
  • Implement and enforce company and client technical standards across all projects.
  • Travel as required to meet with clients, attend workshops, and conduct site visits during construction and operation phases.

Qualifications:

  • Bachelor's degree in Electrical, Instrumentation and Control, Mechanical, or Chemical Engineering.
  • 10-15 years of experience in instrumentation and control systems for water and wastewater treatment facilities, pumping stations, and related infrastructure.
  • Professional Engineer (PE) registration.
  • Expertise in designing industrial I&C systems, instrument selection and specification, and communication network design for water and wastewater facilities.
  • Proficient in developing, interpreting, and understanding P&IDs and control schematics.
  • Strong ability to work independently and manage medium to large I&C systems.
  • Demonstrated ability to balance innovation and practicality in I&C design and construction.
  • Excellent interpersonal skills with the ability to listen, communicate, and collaborate effectively within project teams.
  • Ability to perform under pressure and manage conflicting project demands.
  • Strong verbal and written communication skills, with a focus on clarity and detail in project documentation.
  • Proven leadership in mentoring peers and subordinates, influencing positive outcomes, and managing complex projects.
  • Proficiency in MS Word, Access, and Excel.

Preferred Qualifications:

  • Master's degree in Electrical, Instrumentation and Control, Mechanical, or Chemical Engineering.
